The general manifestation of this issue is an error message stating that the installer does not have permission to access the file specified.

Solution

The most common cause for this issue is that the file is in use by another process.

The following information provides directions for users to discover which process has locked the file so the process can be shut down:

Examples

The locked file could be mysqld-nt.exe, which is locked by wmiprvse.exe. The solution is to shut down all wmiprvse.exe processes. Note: Windows restarts these processes automatically, so make sure you can see the PID for all processes, and kill all preexisting ones.
