Summary

During installation, files are installed in the wrong Windows directory.

Solution

Some Windows 2003 servers use "rdp application mode," which means they use a "fakes" system directory if you do not switch the server into install mode.

When running the installer, do this:

change user /install
Setup.exe
change user /execute
