Resolution
This bug affects Jenkins instances that were installed before 2.4/2.7.1 LTS. Those versions are missing a file that the setup wizard now relies on.
At the time of this writing, no fix is available for this issue.
Workaround
Skipping the setup wizard will workaround the issue. On the subsequent restarts the setup wizard will not be displayed anymore.
