- Refresh the offline update center at startup (BEE-585)

Prior to this change the update centres would be refreshed asynchronously after start-up, however if a plugin was removed from the offline update center and a plugin to be installed depended on the removed plugin, it would fail to install until the metadata has been refreshed.
With this change any local (file based) update centers are synchronously refreshed during start-up, ensuring the offline update center is always up-to-date.
