- Offline Update Center doesn’t work as expected when using Plugin Catalog (BEE-2516)

When using the Plugin catalog on an instance in airgapped mode, plugins from CAP were resolved using the online Update Center URL instead of the offline one.
Plugins from CAP are now resolved from the offline Update Center when the online Update Center is not accessible.
