Feature enhancements

check-bundle-updateCLI and HTTP API returned different responses if a restart was required to apply an upgrade (BEE-17173) -
The CLI command and HTTP API endpoint now return the same information, including if the upgrade requires either a restart of the instance or a reload of the bundle.
