Define the jcasc merge strategy in the bundle (BEE-14984)

The configuration-as-code plugin merge strategy can be now defined in the bundle.yaml file. The optional field jcascMergeStrategy allows users to set both the errorOnConflict or override strategies.

Known issues

Warning that CasC Bundles synchronization step is deprecated and will be removed after February 2023 (BEE-17915)

A message informing the user about step deprecation appears in every job’s execution logs and also on the configuration screen when a new job is defined.
