- Manually set availability patterns wiped out on migration (BEE-42783)

Now when migrating the
cloudbees-casc-serverplugin from 1.X to 2.X manually (via UI), set availability patterns are migrated and preserved in the new version.Indicated availability pattern will be applied to bundles matching bundle name in all branches.
- Duplicate names on controller CasC Bundle Location raise an error (BEE-43021)

If several controller bundle locations have the same name, an error is raised to avoid duplicate names.
