Add a check for new license availability (CTR-1495)
Once a day, if the RootCA used to sign the License is about to expire (less than 20 days), the system will request a check for an existing license renewal.

Add a property to the license plugin to indicate that it supports the new license version (CTR-1504)
The expiration date of the RootCA used to sign the License is exposed as the
license.root.cert.expirationSystem Property.
