Resolved issues
- CloudBees CI did not correctly send the license event to CloudBees Software Delivery Automation when operations center was restarted (BEE-3852)

The event could not be sent because some required dependencies were not initialized yet.
The event is now triggered later in the Jenkins initialization lifecycle, and sent correctly.
