- The High Availability (HA) development mode notations restricted to administrators (BEE-47570)

When development mode is enabled on a High Availability (HA) controller, the special page footer and replica annotations on items like running builds and agents is now limited to users with Overall/SystemRead permission, normally meaning only those with Overall/Administer permission unless this permission has been enabled with a system property.
