CloudBees Pipeline: Templates Plugin 3.678

If there was a problem loading a Pipeline template catalog defined in CasC (globalCloudBeesPipelineTemplateCatalog in jenkins.yaml), such as a Git server outage, Jenkins startup could fail. Now, the failure to import the catalog is recorded, but startup continues.
