CloudBees Jenkins Enterprise License Entitlement Check 7.17

If a CloudBees Jenkins Enterprise instance is using more executors than the license permits, it will proactively attempt to refresh its license from CloudBees Jenkins Operations Center before displaying a message warning about the overuse of executors.

The version of this plugin has been bumped to 7.17 to reflect that it requires and is compatible with CloudBees License Manager (cloudbees-license) 7.17 and that they should be both upgraded simultaneously.
