Operations Center Context Plugin 1.8.5

Each Jenkins controller will have its own empirical limits to the number of nodes / number of executors that it can handle (as determined by e.g. JVM tuning, CPU cores, etc). Where the empirical limit has been determined by the administrators of a Jenkins controller, allow the administrators to declare those limits and prevent any provisioning of additional nodes above the defined limits.
