Operations Center JNLP Agent Controller Plugin 1.4

Add the ability to mark individual JNLP agents in a cloud as disabled. If the agent is in use, it will be disabled after it is returned, otherwise disabled immediately. Disabled agents remain connected to JOC but will not be leased out.

Race condition in connecting a JNLP agent to a Shared Cloud during restarts could result in accounting errors with the connected JNLP agents.
