- Prevent deadlock when the websocket connection between controllers and operation center is closed (BEE-38923)

There was a possibility that a deadlock could result when the websocket connection between controllers and operation center is closed.
If that occurred, the connection would be unusable, and the controller would not reconnect until it was restarted.
This issue has been resolved.
