- Configuration bundle hot reload was broken when using RBAC (CTR-2706)

If an instance was configuring role-based access control (RBAC) using CasC, hot reload was not working when updating to a new version of a configuration bundle in the UI, because user permissions were revoked.
With this fix, the configuration bundles can be reloaded from the UI (without a restart) in all cases.
