CloudBees Folders Plus Plugin 3.19

If the CasC items.yaml file contained an empty environment variable for a Folder, Multibranch Pipeline job, GitHub Organization or a Bitbucket Team/Project item and the current CasC configuration was exported, the environment variable was exported as - {}, and the YAML could not be used to create a new item.

In the case that there is a pending approval of an agent for a specific folder, the upgrade process will prevent the instance to start. This will only happen if the approved folder process was not completed before the upgrade process started. There is no risk for already configured approved folders.
