items.yamlfile and allowed items do not have to be restricted.This issue has been resolved.
Known issues
- The upgrade process can prevent CloudBees CI and CloudBees Jenkins Platform from starting if there are pending folder approvals (BEE-9156)

In the case that there is a pending approval of an agent for a specific folder, the upgrade process will prevent the instance to start. This will only happen if the approved folder process was not completed before the upgrade process started. There is no risk for already configured approved folders.
