The wizard to create a new GitHub App was enabled on github.com but not on GitHub Enterprise due to a 422 error code, which appears to be fixed in recent GitHub Enterprise releases (verified in 2.21.2). (STICKY-668)
The wizard is now enabled for both github.com and GitHub Enterprise, subject to other basic conditions.
