- Display administrative monitor for Pipeline job durability and disable resume properties (BEE-45036)

Display an administrative monitor to alert admininstrators that the global default for pipeline jobs is not set to maximum durability, or if individual jobs override it to something else. Also, check that the
disable resumeproperty is not set on any Pipeline jobs. These properties are not compatible with the High Availability (HA) mode.
