- Display an administrative monitor when the HA setting of maximum load per replica has been exceeded (BEE-46913)

In a High Availability (HA) controller, it is possible to configure a maximum load per replica so large that it will reject new queue items. When the controller reaches that threshold, it now displays an administrative monitor with that message.
