URL used by the CloudBees Update Center Plugin used HTTP (BEE-9292)
This change updates the URLs to use HTTPS. As the Update Center is signed by a CloudBees-specific key, it was acceptable and secure to not use HTTPS, however HTTPS is now used for an added layer of security.
