- Fixed hibernation monitor support for multi-namespace environments (BEE-9780)

The hibernation monitor was not properly waking up controllers when the controllers and the operations center were deployed in different namespaces.
This issue has been resolved. Hibernation now works as expected in multi-namespace environments.
