Allow the export of a Core CasC bundle in the face of BeeKeeper issues (CTR-1278)
Before, if there was an issue with BeeKeeper, it was not possible to export a CasC for controllers configuration bundle.
Now Configuration Bundles can be exported even if the BeeKeeper status is not healthy. Allowing users to export a bundle knowing it is invalid and needs editing rather than forcing them to start from scratch.

Add API version property in CasC bundle (CTR-1679)
The
apiVersionattribute is now required in thebundle.yamlfile. Currently, the expected value is "1".
