RBAC management with CasC - Roles (CTR-2416)

A new file, named rbac.yaml, is now part of the CloudBees CasC configuration bundles and it contains the definition of Role-Based Access Control (RBAC) global roles.

Global roles not defined in the rbac.yaml are deleted.

A new file, named rbac.yaml, is now part of the CloudBees CasC configuration bundles and it contains the definition of Role-Based Access Control (RBAC) global groups.

Global groups not defined in the rbac.yaml are deleted.
