- Make the operations center credentials cache delay configurable (BEE-3554)

The eviction delay for credentials cached in the operations center is now configurable using the following system property:
-Dcom.cloudbees.opscenter.client.plugin.OperationsCenterCredentialsProvider.cacheEvictionOffset=48You can configure the delay to last for any number of hours, instead of the default of 48 hours.
