When using Shared Agents with the SSH launch mode leased, agents were not able to reconnect to the client controller after a restart of the client controller. Now, the client controller will try to reconnect always if and only if there is a durable task waiting, otherwise the agent is released after restart (as it was before for non-durable builds)
