The Upgrade All Plugins Cluster Operations step may upgrade plugins to versions more recent than expected. This is known to happen in a controller defined with Configuration as Code.
The Upgrade All Plugins now loops through the plugin updates similarly to what is shown in the Plugin Manager in the UI.
