disable the Empty Logger Enabled Administrative monitor editing the
$JENKINS_HOME/config.xml
file adding
<string>com.cloudbees.jenkins.support.impl.cloudbees.EmptyLoggerAdministrativeMonitor</string>
inside the <disabledAdministrativeMonitors>
node.

or upgrade Support Core Plugin to 2.45.1.

or upgrade CloudBees Support plugin to 3.16 or higher.
