In general, an account holder with administrative permission grants.

An account holder who is a member of the system-generated Admin (System) team. The predefined Admin (System) team has access to all functionality within the tenant organization.

An account holder granted with the Admin role. The Admin role has access to all functionality on a selected resource and its sub-resources.
