- Display administrative monitor for Pipeline job durability and disable resume properties (BEE-45036)

Display an administrative monitor to alert administrators that the global default for Pipeline jobs is not set to the maximum durability, or if individual jobs override it to something else. You should also check that the
disable resumeproperty is not set on any pipeline jobs. These properties are not compatible with the High Availability (HA) mode.
